1. The Xianju Biodiversity Development Co., Ltd. has received funds from the Agence Fran?aise de Développement (the French Development Agency) towards the cost of Project for the Demonstration Project on Biodiversity Conservation and Development of Xianju County Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Procurement of Design and Supply of The Ropewayfor Fanzhengyan and Gongyu.

2. CMC International Tendering Co., Ltd. (hereinafter referred to as “Employer’s Agent”), authorized and on behalf of The Xianju Biodiversity Development Co., Ltd. now invites sealed bids from eligible bidders for the design, supply and installation of Procurement of Design and Supply of The Ropewayfor Fanzhengyan and Gongyu (“the Facilities”). International competitive bidding will conduct in accordance with the Agency's Single-Stage Bidding Procedure.

Interested eligible bidders may inspect the Bidding Documents at the address given below from September 4, 2024 to September 29, 2024 between 9:00 a.m. - 11:00 a.m., and 2:00 p.m. - 4:00 p.m. on work days. The IFB is also published on the afd.dgmarket.com, "China General Tendering Network" (www.china-tender.com.cn), and www.chinabidding.com

5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Fran?aise de Développement’s Standard Bidding Documents: Procurement of Plant, Design, Supply and Installation.

6. Bids must be delivered to the above office on or before 4th Floor, Shouke Plaza, No. 14, Xisanhuan South Road, Fengtai District, Beijing, China on or before 9:30 AM on October 22, 2024 and must be accompanied by bid security of two (2) % of the total bid price with the same currency of the bid.

7. Bids will be opened in the presence of bidders’ representatives who choose to attend at at 9:30 AM on October 22, 2024 at the offices of 4th Floor, Shouke Plaza, No. 14, Xisanhuan South Road, Fengtai District, Beijing, China.

8. Qualification criteria are as follows:

Only eligible Bidders with the following key qualifications should participate in this bidding:

1)Non-performance of a contract did not occur as a result of contractor default in the past 5 years.

2) Not under suspension based on execution of a Bid Securing Declaration pursuant to ITB 4.4 or withdrawal of a Bid pursuant ITB 20.9.

3) Bidder’s financial position and prospective long term profitability sound according to criteria established in 2.3.1 below and assuming that all pending litigation will be resolved against the Bidder

4) (i) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as EUR 5 million for the subject contract(s) net of the Bidders other commitments

5) Minimum average annual construction turnover of EUR 27 million, calculated as total certified payments received for contracts in progress or completed within the last 3 years, divided by 3 years

6) Experience under ropeway contract in the role of prime contractor, JV member, sub-contractor, or management contractor for at least the last 5 years, starting 1st January 2019.

7) A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2016 and application submission deadline: 1 contract of Ropeway, each of minimum value EUR 5 million;

8) Availability of a valid ISO certification or or equivalent of internationally recognized certification (equivalency to be demonstrated by Applicant): - quality management certificate ISO 9001 or equal international or national level certificate in China; - environmental management certificate ISO 14001 or equal international or national level certificate in China; - Occupational Health Management certificate ISO 45001 or equal international or national level certificate in China.

9) Joint Venture shall be not allowed for this project.

8. 资格标准如下:

只有满足以下关键条款的合格投标人可参与此投标

过去5年内未由于承包商过失而出现过一个合同的未履约情况 。
不存在依照ITB4.4执行投标保证声明或依照ITB20.9撤回标书而出现的暂时中止情况。
投标人具有下文2.3.1要求的良好财务状况和长期盈利能力,假定所有未决诉讼结果按照投标人败诉统计。
投标人应证明其能够获得或具有满足合同预计现金流需求即500万欧元(预计为2-4个月的月度付款证书金额)的流动资金、未抵押实物资产、授信额度以及其他财务来源(不含合同预付款)、其中不应包括投标人对其他项目所作承诺
过去三年年均营业额最低为2700万欧元,以在施工或已竣工项目的可证明收款总额计算。
过去5年内(从****开始)作为主承包商、联合体成员、分包商或管理承包商至少有过1个索道设备合同业绩。
过去8年内(从****开始)作为主承包商、联合体成员 、分包商或管理承包商已圆满完成以下规定的最低数量的类似合同:1个索道项目,每个最低500万欧元。
具有有效的ISO证书或国际认可的同等证书(应由投标人证明同等性):- 质量管理证书ISO 9001或同等级别的国际或国内证书;- 环境管理证书ISO14001或同等级别的国际或国内证书;- 职业健康管理体系证书ISO45001或同等级别的国际或国内证书。
不允许联合体参与本项目。
