CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 对投标人的资格和业绩要求：

（1）资格要求

Requirements for Qualification of Bidder

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference)；

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 投标人应为所投货物的制造商或是与制造商同一集团内负责销售的公司。本次招标不接受代理商投标。如果投标人是与制造商同一集团内负责销售的公司，投标人应提供制造商或集团总部出具的证明，证明投标人与制造商以及集团总部之间的关系。

The bidder shall be the manufacturer of bid goods or the sales company within the same group as the manufacturer of bid goods. Bid by Agent is not accepted.If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents issued by Manufacturer or group head company to prove its relationship with the Manufacturer and their position within the group.

（2）业绩要求Requirement for Bidder's reference:

自****至投标截止日（以合同签署时间为准），投标人所投产品制造商应具有至少1套水平剖分双支撑离心压缩机的供货业绩，且同时满足工艺介质(C4)烯烃（丁二烯、异丁烯、或丁烯其中的一种介质）、流量大于或等于100,000kg/h、出口压力不低于550KPaA的技术要求。

From January 1, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least a supply performance of at least one set of horizontal split double support centrifugal compressors, and at the same time meet the technical requirements that 1) process medium is C4 olefin (butadiene, isobutylene or a medium of butadiene), 2) flow rate is greater than or equal to 100000kg/h, and 3) outlet pressure is not less than 550KPaA.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、压缩机型式（水平刨分双支撑离心式）、工艺介质、流量、出口压力及到货验收材料。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, name of manufacturer, name of goods, compressor type (horizontal split double support centrifugal compressor), process medium, flow rate as well as outlet pressure and acceptance evidence of goods delivery.

未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、压缩机型式（水平刨分双支撑离心式）、工艺介质、流量、出口压力，均视为无效业绩。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing contract, name of manufacturer, name of goods, compressor type (horizontal split double support centrifugal compressor), process medium, flow rate as well as outlet pressure the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https:****) on the page of Invitation for bid for purchasing Bidding Document from Sept. 30th, 2024 to Oct. 12th, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

5. 投标文件递交截止时间和方式：所有投标文件都应附有按规定提交的投标保证金，并于****上午10:00（北京时间）前线上提交至中国国际招标网站（http:****）。在此时间后收到的投标文件恕不接受。

The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http:****) at or before 10:00 am (Beijing Time) on Oct. 22th, 2024. Any bid beyond the required time and date shall be subject for rejection.

Bid-opening time: Bids will be opened at 10:00 a.m (Beijing time) on Oct. 22th, 2024.

投标人获取招标文件后需登录机电产品招标投标交易平台办理CA锁CA锁便于用来线上投标时使用，咨询全流程操作电话：****-1。

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by ****-1.

8. 本次招标公告同时在中国国际招标网站（http:****）、（http:****）和中海油采办业务管理与交易系统（https:****）上发布。

This Invitation for Bids will be published on China International Bidding website (http:****) ，China Procurement and Tendering websit （http:****）and China National Offshore Oil Corporation Procurement Platform (https:****) at the same time.

9. 投标人在投标前应在必联网（https:****）或机电产品招标投标电子交易平台（https:****）完成注册及信息核验。评标结果将在机电产品招标投标电子交易平台（http:****）和中海油采办业务管理与交易系统（https:****）上发布。

Before bidding, the bidder should complete registration and information verification at https:**** or https:**** .The bid evaluation results will be published on the website (http:****) and China National Offshore Oil Corporation Procurement Platform (https:****) .

10. 提示Notes

投标人进入开标大厅后，需要进行签到操作，等待开标主持人指令。允许解密后，投标人点击解密按钮进行解密投标文件（需解密前在电脑上插入当前账号绑定的CA），输入正确的CA密码。（请注意：如投标人未在投标截止时间/开标时间前进行签到，原则上将无法进行解密，将被视为撤回其投标文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投标文件解密时限为60分钟。投标人未在上述解密时限内完成解密视为解密失败，根据电子招标投标办法的规定，视为投标人撤回投标文件。

The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投标人对开标有异议的，应当在开标现场提出，招标人当场做出答复，并制作记录。未在线上开标现场提出的开标异议，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
